Two Bulls Fire Area Closure Lifted

Two Bulls Fire Area Closure Lifted

Non-motorized Mrazek Trail Rerouted, Bearwallow Firewood Area Reopened


BEND– As of 12:01 a.m., June 24, 2014 the Deschutes National Forest has lifted the area closure that was put in place in response to the Two Bulls Fire west of Bend.

Approximately 0.5 miles of Mrazek Trail on the Bend-Fort Rock Ranger District will remain closed to allow for trail repair following Two Bulls Fire suppression activities.  Trail users will be rerouted onto forest roads around this trail closure and the reroute will be marked on the ground.

Additionally, the Bearwallow firewood area has been re-opened for firewood removal. The public will need a Central Oregon Firewood Synopsis, a Bearwallow Firewood map and a valid firewood removal permit to access and remove material from this area.  Bearwallow was part of the area closure, but was not burned in the Two Bulls Fire.  Firewood permits can be purchased at any Deschutes or Ochoco National Forest Ranger District offices.

The general area and all roads previously in the closure area are open to the public. The public should continue to use caution in the burned areas of the forest.

Forest Service trails that will remain closed include:
Mrazek Trail No. 32: from the intersection with Forest Service System Road 4609015 southwest for approximately 0.5 mile

The federal, state, local, and non-profit agencies of Deschutes County will continue to work together to provide the residents with accurate and timely information during critical incidents through this blog.  Though we hope that we do not have another critical incident, we now have a place to get multiple agencies information in one place if needed.  Thank you!

As firefighters expand the mop-up zone around the fire, the current Incident Management Team prepares to transition command of the Two Bulls Fire back to local control forces.  This transition time is an organized process to account for equipment, package documentation, and send excess resources home for needed rest and preparation for future events.  The "hand-off" to local forces should occur on Saturday, June 14.    

Many local residents reported smoke plumes yesterday.  Gusty winds created swirls of ash which mimicked smoke columns.  Residents can be assured that firefighters are patrolling in these areas and continue mopping up to create a 300-500 foot buffer zone around the fire perimeter.  

State Forester Doug Decker and Fire Protection Division Chief Nancy Hirsch visited firefighters at camp today. They also made a visit to the Joint Information Center (JIC) which coordinated fire information among all involved agencies and kept the local community informed. Decker commented, "I was pleased to see and impressed by the immediate and direct action on the fire, both during initial attack and in the days that followed. Those combined efforts, in the face of some very challenging fuels and burning conditions, stopped the fire. I was also struck by the amazing outpouring of community support. It really made a difference for the team and was an expression of the high level of cooperation that has occurred throughout this incident."   

The Two Bulls Fire is 70 percent contained and has reached $4.9 million.

News reporters should report to the Incident Command Post located in the field across from 63685 Johnson Road.  Public Information Officers will be available for interviews; media is required to check in with Information immediately upon arrival.  Media personnel that would like a guided tour of the fire need to arrive with full nomex, hard hat, leather boots and a fire shelter; the fire camp does not have enough equipment to accommodate those that do not have protective clothing.

This is the last Central Oregon Fire Information Center update from the Joint Information Center (JIC). The JIC will be closed at noon, then, all Two Bulls Fire updates will be sent from the fire Incident Command Post. You can ask to have updates emailed, but we highly recommend just watching the blog or Facebook page as those will be the most current. The public phone lines in the JIC, will not be staffed after noon today. Current Fire Information
More than 630 firefighters rolled out of the Two Bulls Fire Camp this morning, rumbling to their fireline assignments in crew-carrying vans, pickup trucks, fire engines and water tenders. The men and women assigned to fight the fire had gotten out of their tents at 4:30 a.m., breakfasted on chorizo sausage, fried potatoes, beans, tortillas and salsa, swallowed countless gallons of coffee, juice and milk, and reported to morning briefing at 5:30. 

At the briefing, the firefighters crowded around a small stage where a large map of the fire was stapled to a sheet of plywood, and heard the day shift operations chief outline their work objectives. Most of the firefighters would be spending their day on the Two Bulls Fire's west and southwest flanks. Their mission was to extinguish every lick of flame, every smoke within 300 feet of the fireline – and then go farther.

The mission to steadily increase the dead-out ring of black around the fire decreases the chance that the fire could escape, should some places inside the heart of the Two Bulls Fire rekindle during the afternoon when strong winds (gusts to 25 mph) are expected.

Their job is to make sure the 6,908-acre fire will grow no larger.The Two Bulls Fire is 55 percent contained, and more than $4.3 million has been spent on the suppression campaign.

Fire Investigation
The Multi-Agency Investigation Team announced the reward, for any information citizens can provide on the start of the Two Bulls Fire, has climbed to $31,500.  The reward for any information on this fire that leads to the successful conviction of the person or persons responsible increased due to a recent donation from Eric and Robin Coats, of Shevlin Sand and Gravel, who contributed $5,000.

Contributors to the reward fund are: Deschutes County Sheriff's Office, Deschutes County Admin/BOCC, City of Bend, Taylor Northwest, Smith Properties and Friends (Dr. James Verheyden, M. D., Kevin Spencer, The Garcia Family), Dalton Baarstad/ Brennan Venturi (Vape Game, LLC) Eric and Robin Coats (Shevlin Sand and Gravel) and Cascade Timberlands.

USFS Closure Reduced; Most of Phil's Trail Area Reopens
At 12:01a.m. Thursday, the Deschutes National Forest Bend-Ft. Rock Ranger District reduced the area closure that has been in place since Sunday in response to the Two Bulls Fire west of Bend, reopening most of the popular Phil's Trail mountain biking area. The closure includes all roads and trails within the closure area.

Fire Danger
We are experiencing fuel moistures and conditions that we normally don't have until July. This has raised the potential for extreme fire behavior in our area. A good way to thank the firefighters fighting the Two Bulls Fire is to help prevent the next fire. With the increased fire danger in our area already, Bend Fire Department reminds residents and guests alike to be especially aware of the fire dangers associated with the use of fireworks. Improper and illegal use of fireworks can use result in damaging fires and injuries but can also cost you.

Citations for illegal fireworks use, possession by those under 18 years of age and reckless burning will cost you fines and confiscation of fireworks. Fireworks go on sale in Oregon on June 23 each year. There are many retailers that you can purchase legal fireworks from in the Bend area. Buying fireworks from a permitted facility helps ensure you are buying legal and compliant fireworks for use in Bend and throughout Oregon. Fireworks purchased in one state may not be legal in another state.  Samples of legal vs illegal fireworks can be found at www.bendoregon.gov/fire.​ Contact your local fire department or forest protection agency for information on whether fireworks are allowed in that area or not.

BE PREPARED: 
·​Only use fireworks that are LEGAL FOR USE IN OREGON
·Always read the directions of the firework you are about to use
·Set up a bucket of water or have a hose ready to douse any misfired fireworks or fires
·Soak used fireworks in water prior to disposing of them


BE SAFE:
·        Only use fireworks outdoors, on a non-combustible surface keeping away from cars, buildings, and combustible vegetation
·        Never alter fireworks or make your own
·        Never pick up or try to re-light a "dud"


BE RESPONSIBLE:
·Store fireworks, lighters and matches out of reach of children
·In Bend it's unlawful for a person under the age of 18 years to sell, keep or offer for sale, expose for sale, possess, use, explode or have exploded any fireworks within the City.
·Supervise the area where fireworks are being used and make sure everyone is kept a safe distance away from the fireworks
·Alcohol use can contribute to an even greater risk of injury or fire when combined with fireworks use, please be responsible.

Evacuation Levels: The evacuation level is now Level 1 in the Skyliners Rd, area and the Level I evacuation alert has been removed for all other residential areas that had been threatened by the Two Bulls Fire.

Closures:  Tumalo Falls Road is closed to westbound traffic at Rock Springs Road, and Bull Springs Road is closed to westbound traffic at Johnson Road. Skyliners Road is closed to westbound traffic at FS 4604 (Phil's Trailhead) except to residents of that area.  

The Deschutes National Forest has instituted an area closure as a result of the Two Bulls Fire. The area encompasses Forest Roads 4601 West of Tumalo Creek, Skyline Forest, 4603, 4606, 1612, 590, 480, 113, 110, 377, 900, 1620, 1628, and 370. This area closure is bordered on the south by Cascade Lakes Highway, which remains open.

Thanks to a lot of hard work by firefighters and support crews, things are looking really good. From the original initial attack resources, law enforcement, search and rescue volunteers, red cross, road department crews, to the overhead team and crews that followed, we say thank you. Everywhere I have gone, I have been asked to thank the firefighters and other responders. The patience and support of the community has been tremendous!

Note: This Central Oregon Joint Information Center Fire Update will produce the last 9:00 am update tomorrow, June 12.  After that, the daily fire updates will come only from the Incident Management Team on the Two Bulls Fire.   The Blog, Facebook Page and Twitter accounts will be maintained for the duration of the fire or until the team or other cooperators choose to stop posting.  The public phone lines in the JIC, will not be staffed after noon tomorrow and all calls will be referred to the Incident Command Post  at 541-389-6421.                                                                                                                                        

Current Fire Information
Day shift crews on the Two Bulls Fire were "whole-hog into mop-up" today, said Joe Hessel, the fire's operations section chief. Mop-up – the tedious process of extinguishing the fire completely – extended 300 feet and farther from the fireline on the east flank, 150-300 feet on the west and south flanks, and 100-200 feet inside the north flank fireline. Hoses now encircle the 6,908-acre fire, which the night shift crews will fully utilize as they continue the mission of mopping up every flaming log or smoking stump they encounter. 

The Two Bulls Fire is now 55 percent contained.

More than 160 firefighters are deployed for tonight's shift. They will have nine engines and four water tenders to assist them.

Bend Water 
The City of Bend switched back on its Bridge Creek source of drinking water Wednesday morning. The Bridge Creek watershed is where the City gets most of its domestic water supply, fed by gravity to the City. The City shut down the surface water source on Saturday night as a protective measure during the escalation of the Two Bulls Fire. The City shuts off its surface water when turbidity – a measurement of sediment-generated cloudiness – reaches a certain level. Turbidity typically increases from fires in the watershed and spring run-off. The turbidity measurement is currently below that threshold

The City has been pumping water only from groundwater wells to supply City customers with domestic water during the fire. The City resumed using it's Bridge Creek source following the downgrade of the evacuation warning level along Skyliners Road Tuesday night. Skyliners Road residents and City of Bend officials are now allowed back in the area. Two Bulls Fire is not in the Bridge Creek watershed. The City's Outback drinking water facilities are not in the path of the fire.

Separately, work on the new pipeline infrastructure improvement project is scheduled to restart Monday.

Fire Danger
Due to hot and dry weather conditions and the low fuel moistures we are experiencing, Bend Fire Department, ODF and Deschutes National Forest have increased the level of fire danger to HIGH  this morning (6/11/14). Fires under HIGH conditions begin and spread quickly and burn with greater intensity. All fires have the potential of becoming disastrous. Human activity is one of the leading causes of wildland fires throughout the  summer, both accidental and intentional in nature. 

Burning has been closed within the boundaries of Bend Fire Department and Deschutes County Rural Fire Protection District #2. Check with your local fire or forest agency for area specific closures and restrictions. 

Here are some tips to help decrease the chances of a wildfire starting:
Properly dispose of cigarettes and smoking materials.
Follow all burning restrictions in place in Bend and any areas you recreate, live or work.
Keep matches and lighters away from children.
If you are operating equipment, including lawn and garden equipment, ensure you watch for sparks or malfunctioning equipment.

Though local firefighters are working on the Two Bulls fire, crews continue to respond to reports of new fires.

Two engines and a hand crew worked to suppress a small fire that was reported at approximately 3 p.m. near Crane Prairie just south of FS Road 40 on spur road 600.

In addition, other reports of smoke and small fires came in during the day and fire and forest officials ask people to  be mindful of the dry fuel conditions in Central Oregon, more typical of July fuel conditions, as they enjoy outdoor activities.

Day shift crews on the Two Bulls Fire were "whole-hog into mop-up" today, said Joe Hessel, the fire's operations section chief. Mop-up – the tedious process of extinguishing the fire completely – extended 300 feet and farther from the fireline on the east flank, 150-300 feet on the west and south flanks, and 100-200 feet inside the north flank fireline.

Hoses now encircle the 6,908-acre fire, which the night shift crews will fully utilize as they continue the mission of mopping up every flaming log or smoking stump they encounter. 

The Two Bulls Fire is now 55 percent contained.

More than 160 firefighters are deployed for tonight's night shift. They will have nine engines and four water tenders to assist them.

More than 230 firefighters were released from the Two Bulls Fire today. To date, the suppression cost is estimated at $4.3 million.

Evacuation Levels: The evacuation level remains at Level II in the Skyliners Rd area and is at Level I for all other residential areas that had been threatened by the Two Bulls Fire.

Closures:  Tumalo Falls Road is closed to westbound traffic at Rock Springs Road, and Bull Springs Road is closed to westbound traffic at Johnson Road. Skyliners Road is closed to westbound traffic at FS 4604 (Phil's Trailhead) except to residents of that area.  

The Deschutes National Forest has instituted an area closure as a result of the Two Bulls Fire. The area encompasses Forest Roads 4601 West of Tumalo Creek, Skyline Forest, 4603, 4606, 1612, 590, 480, 113, 110, 377, 900, 1620, 1628, and 370. This area closure is bordered on the south by Cascade Lakes Highway, which remains open.

The Two Bulls Fire incident has been asked by Bend residents and surrounding communities what donations can be offered to the firefighters to demonstrate their appreciation. On behalf of the firefighters, the Incident Management Team and all the cooperators want to thank the public for their generosity. #TwoBullsFire Operations Chief says, "We are whole hog into mop up. Today is the peak day for all resources.  The 1000 firefighters are getting a lot done.  All perimeter lines are secure and mop along the perimeter extends from 150-300 feet inward."

Mop up is when firefighters ensure there is no heat and smoke in the roughly 150-300 feet around the fire.

After learning that the most recent fire from yesterday was determined to be suspicious, Sheriff Larry Blanton and Deschutes County have added to the reward.  The Sheriff and Deschutes County have added $5000 to the reward and the City of Bend also contributed $5000.  Taylor Northwest contributed $2500 to the effort last night.  With Cascade Timberlands $2000 contribution, this brings the total reward to $14,500 to anyone with information that leads to a successful conviction of the person or persons responsible.

Sheriff Larry Blanton stated, “We are concerned about our citizens and given the fact this latest fire is suspicious and human caused we need the persons responsible located and held accountable.  Our community has endured trauma as a result of this fire and the taxpayers have been burdened by its cost.  Their lives have been disrupted, community services have been disrupted, government agency employees have been exposed to dangerous conditions while working this fire and I truly hope this reward encourages anyone with information to come forward. The public are the eyes and ears to provide information for a successful investigation and effective public safety.  Report suspicious activity because if it doesn’t look right, it probably isn’t.”

Sheriff Blanton added, “The fires are suspicious in nature and the ongoing investigation indicates suspicion of potential arson.”

“The consequences from these fires could have been catastrophic for the city,” said City Manager Eric King.  “It’s important that we find the cause and who’s responsible for starting these fires and a reward contribution from the city is the responsible thing to do.”

Current Fire Information
Firefighters spent a "chilly but productive" night on the Two Bulls Fire, said Mike Carlson, the night operations supervisor. The overnight temperature plummeted into the 30s while crews hunted down and extinguished smokes and embers 100-300 feet inside the fireline.

The Two Bulls Fire broke out midday Saturday near Tumalo, 10 miles northwest of Bend. By early Sunday the fire had burned more than 6,000 acres of private forestland and federal lands on the Deschutes National Forest.

Today, crews continue mop-up operations while being vigilant for flare-ups of fire, inside and outside the fireline. Yesterday, a 1/4-acre fire suddenly appeared outside of the Two Bulls Fire's fireline and south of Skyliners Rd. Helicopters and engines from the Two Bulls Fire quickly attacked the little fire and brought it under control. Fire-fighting resources from the Two Bulls Fire area are available again today to assist local firefighters with any new wildfires that may break out.

The following county road closures remain in place:  Tumalo Reservoir Road is closed to westbound traffic at Rock Springs Road, Bull Springs Road is closed to westbound traffic at Johnson Road, Skyliners Road is closed to westbound traffic at FS 4604 (Phil’s Trailhead).

Donations
The Two Bulls Fire incident has been asked by Bend residents and surrounding communities what donations can be offered to the firefighters. On behalf of the firefighters, the teams managing the fire and Deschutes National Forest, we want to thank the public for their generosity. At this point, all of the needs of the firefighters are being met. If you would like to make a monetary donation, we encourage you to consider the local Red Cross Chapter www.redcross.org/or/bend/ways-to-donate or 541-382-2142, or the Wildland Firefighter Foundation at www.wffoundation.org, which contributes to injured or fallen firefighters and their families.  Helping the foundation, helps the firefighter community.

Upcoming Community Event on Wildfire
Deschutes County, City of Bend Fire Department and the Deschutes National Forest invite Central Oregon residents to a panel discussion and film on wildfire in our community in mid-June. The goal is to help people understand more about Wildland Urban Interface (WUI) wildfires, wildfire risks to our community and reducing those risks to their personal property.

“The Fire Line: Wildfire in Colorado”, will be showing on Thursday, June 19 at 7 pm at Hitchcock auditorium, Pioneer Building 201 on the Central Oregon Community College (COCC) Campus at 2600 NW College Way in Bend. Following the 30 minute film will be a short evaluation of the film by local law enforcement, county officials, structural and wildland firefighters on living and working in the wildland-urban interface (WUI) boundary between public land and local communities. Panelists include Ed Keith, Deschutes County Forester, Bob Madden, Battalion Chief with the Bend Fire Department, Nathan Garibay, Sergeant with Deschutes County Sheriff’s Office, George Ponte, District Forester, Oregon Department of Forestry and Craig Letz, Fire Staff Officer for Central Oregon Fire Management Service. There will be a question and answer period following the panels’ statements. Residents are encouraged to ask questions of the panel of fire prevention and firefighting experts. Gary Marshall, former Bend Fire Marshal and current Fire Safety Manager at Sisters-Camp Sherman Fire, will emcee the event.
“The Fire Line”, is a documentary produced by The Denver Post that examines the effects of catastrophic wildfires in the west and their impacts on community members, firefighters, and natural resources. While the focus of the film is on wildfires in Colorado, there are many lessons that Central Oregon communities can derive from their losses. The film discusses the challenges that homeowners face while living in a fire prone environment and how homeowners can better mitigate the risks to personal property, local firefighters and the beautiful Central Oregon landscape.

PLEASE CALL ONLY 541-389-6421 FOR FIRE UPDATES.  Interested media should report to the Incident Command Post located in the field across from 63685 Johnson Road.  Public Information Officers will be available for interviews; media is required to check in with Information immediately upon arrival. Media personnel that would like a guided tour of the fire need to arrive with full Nomex, hard hat, and fire shelter; the fire camp does not have enough equipment to accommodate those that do not have this.  A media update will be given at 10:00 followed by a media fire tour at 1:00 pm.
